Technology and Cybersecurity for Saccos and Microfinance

Software, M-Pesa integration, VAPT and Data Protection Act compliance for Saccos and microfinance institutions in Kenya, built and secured by one team.

Core systems, M-Pesa integration, member data protection and security testing for Saccos and microfinance institutions, from one team in Nairobi.

A Sacco is a financial institution that its members own, and that changes what a security failure costs. A breach is not only lost money: it is members discovering that the society they trusted with their savings, loan history and national ID number could not protect them. Most of the incidents that hit Saccos do not begin with sophisticated hacking. They begin with a SIM-swap, a fraudulent instruction to the finance desk, a reused password on the core system, or a mobile loan channel that nobody tested before it went live.

At the same time, members now expect what banks offer: mobile access, instant loans, M-Pesa deposits and withdrawals, and statements on demand. Every one of those channels is a new path into the core system, and the integrations that make them work are where weaknesses tend to hide: loose API credentials, callback endpoints that accept anything, and staff accounts with far more access than their role needs.

Neurobyte works with Saccos and microfinance institutions on both sides of that problem. We build and integrate the systems: loan management, member portals, M-Pesa via the Daraja API, and reporting. We secure them: penetration testing of the channels members use, Data Protection Act programmes for member data, and training for boards and staff. One team, so the people who test your systems are the same people who can fix them.

The rules you work under

SASRA supervision

The Sacco Societies Regulatory Authority licenses and supervises deposit-taking Saccos under the Sacco Societies Act, and its oversight has been extended to specified non-withdrawable deposit-taking Saccos. SASRA expects a Sacco to manage its risks, including the technology risk that comes with digital channels, and boards answer for that.

Kenya Data Protection Act, 2019

Member records are personal data, and national ID numbers, phone numbers and financial histories make a Sacco a high-value target. The Act requires a lawful basis for processing, security safeguards, ODPC registration where the thresholds apply, and notification of a breach to the Data Protection Commissioner within 72 hours of becoming aware of it.

Computer Misuse and Cybercrimes Act, 2018

Fraud through a Sacco's systems is a criminal matter, but pursuing it depends on evidence. Logs, access records and an incident timeline that hold up are only available if the system was built to keep them.

Where the risk sits

  • Fraud through people, not code: Impersonation calls, fake payment instructions and SIM-swap attacks target staff and members directly. Technical controls help, but staff who recognise social engineering stop most of these at the first step.
  • Mobile and M-Pesa channels: Mobile loans and M-Pesa integration move money automatically. A callback endpoint that does not verify where a request came from, or an API key left in a mobile app, can be abused at scale before anyone notices.
  • Legacy core systems: Many Saccos run an ageing core system with shared logins, little audit trail and no clean way to integrate. Replacing it is a large decision; securing and integrating it is often the better first step.
  • Small IT teams, large obligations: Most Saccos have one or two IT staff covering everything from printers to the core system. They need partners who can scope work to a realistic budget and explain findings to the board in plain language.

What we do for Saccos & Microfinance

We have delivered in financial services and microfinance, including the cloud ERP we built for Asture Credit Microfinance.

  • Sacco and microfinance systems: Loan management, member portals, collections and reporting, designed around how a Sacco actually works and integrated with M-Pesa and your existing core system. Custom Software Development
  • Penetration testing of member channels: Manual testing of mobile apps, member portals, APIs and M-Pesa callbacks, with every finding proven and a free retest once it is fixed. VAPT & Penetration Testing
  • Member data protection: Data mapping, ODPC registration, privacy notices, impact assessments and breach response planning under the Kenya Data Protection Act. Data Protection & Privacy Compliance
  • Board and staff training: Practical cybersecurity and data protection training for Sacco boards, management and staff, with a certificate every participant can verify online. Training for Saccos
  • ERP for finance and operations: Finance, HR and payroll, and procurement on one system, with KRA eTIMS and M-Pesa built in rather than bolted on. ERP Implementation

Frequently asked questions

Does SASRA require Saccos to do penetration testing?

SASRA expects a regulated Sacco to identify and manage its risks, and technology risk is part of that once you run digital channels. Penetration testing is how you get evidence, rather than assurance, that a mobile app, portal or integration resists attack. Check your current SASRA guidance and your board's risk framework for the specific expectations that apply to your Sacco.

Does the Data Protection Act apply to our Sacco?

Yes. A Sacco processes members' personal data, so the Kenya Data Protection Act, 2019 applies to how it collects, stores, shares and secures that data. Whether you must register with the ODPC depends on the published thresholds, but the duties to process lawfully, keep data secure and report breaches apply regardless.

Can you integrate M-Pesa with our existing core system?

Usually, yes. We integrate through Safaricom's Daraja API for deposits, loan repayments and disbursements, and connect to your core system through whatever it exposes, from a modern API to a database integration. We build the callback handling securely, because that is where M-Pesa integrations are most often abused.

We have a small budget. Where should we start?

Start where money moves. A focused penetration test of your mobile and M-Pesa channels, and training for the staff who handle payments, address the most common ways Saccos actually lose money. We scope to a realistic budget and tell you what can wait.

Do you work with Saccos outside Nairobi?

Yes. Testing and most system work is done remotely, and training can be delivered at your offices anywhere in Kenya, online, or blended.
